Atlassian Connect
Atlassian Forge

If in doubt, go for Forge. Forge is by far the simplest way to learn Jira Cloud app development. It allows you to develop everything from simple extensions or automations all the way through to full-featured app. And most importantly, you do not need to worry about running your app in your own infrastructure.

Connect is for those use-cases where Forge is not powerful enough or where you need to be able to use your own stack. Connect allows you to write your Jira Cloud app as a loosely-connected web application, and it is entirely up to you how you architect that application, whether it's a NodeJS or Java Web Application or an AWS Lambda serverless environment.
